Warren Buffett, interim chairman of Solomon Brothers, testifies before a House Commerce subcommittee on Capitol Hill in Washington, D.C., Sept. 5, 1991. Buffett apologized on behalf of the investment firm and promised wholehearted cooperation with investigators probing recent disclosures of the firm's illegal activities in the government securities market.
