One question remains about the fatal Tesla crash in Houston that killed two men: who was driving?

Tesla, local police, the National Highway Traffic Safety Administration (NHTSA), the National Transportation Safety Board (NTSB), and Tesla owners have all been investigating, but no one can seem to agree on an answer.
