“Ben-Menashe first came to public prominence in 1989, when he was arrested in the US on 3 November for violating the Arms Export Control Act for trying to sell three Lockheed C-130 Hercules transport aircraft to Iran using false end-user certificates.”
“After almost a year in prison he was acquitted on 28 November 1990, with a jury accepting that he had acted on behalf of Israel.”

“Davies was named by Ari Ben-Menashe as his business partner in Profits of War, in relation to Iran-Contra and the sale of PROMIS, the first computer spyware. The arrangement was also noted in the book Robert Maxwell, Israel's Superspy: The Life and Murder of a Media Mogul by Gordon Thomas. Ben-Menashe later posted seven documents relating to sales of arms by Davies, sometimes signing himself as Davis.”

Maxwell sold Promis to the intelligence agencies of New Zealand, Australia, Thailand, Turkey, Belgium, Poland, East Germany, Egypt, Bulgaria, Nicaragua, Colombia, Guatemala, South Africa, Zimbabwe, China , the Royal Canadian Mounted Police (Canada's FBI), and the KGB . The Israelis also sold Promis to the Eastern Bloc, Nicaragua, Colombia, Chile, Brazil, and the Rothschild controlled Credit Suisse through Maxwell's Israeli front company, Degem. The sale to Credit Suisse would give Israel the ability to monitor all transactions going through Credit Suisse, giving them an unwarranted advantage over world financial market. PROMIS was also sold to the infamously corrupt and now defunct BCCI (Bank of Credit and Commerce International).

BCCI was a Mossad/CIA affiliated bank that was involved in numerous scandals of the 1980s, including financing the Reagan administration's Iran-Contra secret arms deals and serving as a CIA drug trafficking and money laundering conduit for Pakistani state sponsored terrorists and the Afghan mujahideen, the predecessors to Al Qaeda.

book written in 1997 by Fabrizio Calvi and Thierry Pfister claimed that the National Security Agency (NSA) had been "seeding computers abroad with PROMIS-embedded SMART (Systems Management Automated Reasoning Tools) chips, code-named Petrie, capable of covertly downloading data and transmitting it, using electrical wiring as an antenna, to U.S. intelligence satellites" as part of an espionage operation.
