where he had reached Assistant Secretary-General level, Halliday resigned in 1998 over the Iraq sanctions, characterizing them as "genocide"

Phyllis Bennis is an American writer, activist, and political commentator. She directs the New Internationalism Project at the Institute for Policy Studies.
Halliday and Bennis spoke about the devastating effects of the sanctions on Iraq in Denver, Colorado on February 19, 1999.
