Egypt said it was acting now to overcome the refusal of the U.N. Security Council, whose mandates have the force of international law, to “shoulder its responsibility” to stop the fighting.

In an impassioned speech, Israeli Ambassador Gilad Erdan said a vote for the resolution was “in favor of a genocidal jihadi organization” and deemed the assembly irrelevant. “Hamas does not respond to General Assembly resolutions,” he said, and “continuing Israeli operations in Gaza is the only way further hostages will be released.”
