Prior to the Continental Congress's Declaration of Independence for the United States, each Colony set up conventions of their own to separate themselves from the British Crown and set up new governments.

Among those, the Colony of Virginia in setting up their new Constitution first decreed a list of certain rights inherent to the people of Virginia and it turn to all of humanity. This document would serve to influence the United States Declaration of Independence and the Bill of Rights.
