2018: Could TI's have our own state/rights/law/constitution/security/health and social system?

when criminals can travel around the world and settle in countries like Australia, new zealand, brazil and argentina and others, why can't Targeted individuals? why can't we have one, that makes us secure and happy that we and our next generations feel secure in? your thoughts are appreciated.
