Noise campaign/street theatre collections, perps, daggers and handlers

It is a university campus which they call it university city, very far from the city and people. It is always quiet and empty but as i walk into the area, in few minutes there will be people with harsh footsteps, families yelling at their kids, skateboarding, cars honking, perps yelling from their car the word death and aircrafts flying above all just to harass and intimidate the target making the target feel uncomfortable and leave the area.
